The nation that is constantly having ships turned back for carrying arms to trouble spots around the world, the nation that helped Iran in gaining ballistic missile technology, the nation that withdrew from the nuclear non-proliferation treaty after the International Atomic Energy Agency found it in non-compliance with its safeguards, the nation that shelled a South Korean island last November, killing 2 people? That North Korea?
